[Feature]: District Colors

Districts in the same province should be of same color. This gives a better look for the map. This could also be done according to geographical areas and not the province.

Look at the map rendering code to see how district colors are currently assigned. Identify the data structure that links districts to provinces or geographical areas. Modify the color assignment logic to group districts by province or area, ensuring adjacent districts of the same group share a color. Test the visual output on the map.
