In Cambridgeport:
"9743 people it believes live in Cambridgeport (reasonable) need 15,561 cars to complete their 52,729 daily trips"
I haven't dove into `seed_parked_cars` in a while, but this seems wrong. First step for me is to reproduce this; it probably happens everywhere, or I'll pull in Cambridgeport
