Support shared pedestrian/cycling paths using an accordian queue

For start, https://www.openstreetmap.org/way/245062198#map=19/50.06294/19.93394 is accessible to cyclists and pedestrians - what should be possible to model with road that has sidewalks and bicycle lanes (not entirely correct, as pedestrians and cyclists use full width, with pedestrians dominating)

In case of `bicycle=no` or access defaulting to `bicycle=no` it is still accessible to pedestrians, what may be modeled with sidewalk-only road.

Discarding this roads is problematic as it is a critical part of bicycle/pedestrian routing.

And anyway driveways generated here got quite silly.
