https cannot_be_a_base when doing Overpass imports

Two people have reported:
when importing on native. I can't reproduce, though sometimes I get different temporary HTTP failure messages from Overpass. I only have a partial screenshot of the error, not the full `output.txt` log.

If I had to guess, this is some kind of HTTPS proxy on the user's machine, or an issue specific to Windows maybe. If anybody here has either environment and wouldn't mind trying to import a new city using the latest https://github.com/a-b-street/abstreet/releases/tag/v0.3.36, it'd be appreciated!
