Description
### Describe the issue
When we ignore the 'translated' check on a resource (usually because we need to prefill the translation with the source language), translators see the flag 'ignore-translated' and think they dont need to translate the string.
A couple of new translators have already asked me if they need to translate that string.
Maybe we can change the name of the test, so it does not sound like we are going to ignore the translations?
I think 'ignore-hasbeentranslated' does not sound like your translation will be ignored, but maybe there is even a better name.
