Confirm Translation instructions before beginning translation

The project-wide Translation instructions are only shown on the Info tab under "Instructions for translators". I think it is likely that many contributors do not read it before beginning their translation.

Therefore, I wanted to remove my Translation instructions and replace them with a Contributor agreement, which would be shown to a contributor once before beginning their translation, and the acknowledgement of which they would need to confirm. However, I noticed that the Contributor agreement is component-specific, whereas the Translation instructions would be project-wide. Hence, I assumed that the agreement would need to be confirmed again for each component, which I would like to avoid.

**Describe the solution you'd like**

Allow project administrators to configure that the translation instructions need to be confirmed like a Contributor agreement. Both could be shown on the same page in case both need to be shown.

**Describe alternatives you've considered**

Alternatively, my problem could also be addressed by enabling a way to configure the project in such a way that only one Contributor agreement would need to be accepted. This, however, seems like a weird UX idea to me because the components could have different agreements.

**Additional context**

Right now, I am already showing one piece of information that is most important to me as a permanent announcement (until @Bubu deleted it by accident, anyway! ;)). I would consider this not to be a good UI because the notification is shown as a banner that is constantly visible.
