Restrict language that can be accessed for a user/group

I would like to have the possibility to restrict what translations a user (or group of users) may have access to. While [it is possible](https://github.com/WeblateOrg/weblate/issues/3426#issuecomment-579288245) to ensure a group may only edit the language they are supposed to be working on, they can still see the translations in other languages of the component they have access to.

In my case, weblate would be used for specialized translation, for which data can be valuable depending on the domain. For this reason such a restriction feature would be useful in order to prevent value provided by a translator to be extracted by another, especially in the case were languages they provide services for intersect.
