Description
### Describe the problem
I am project owner (but not admin) on translate.codeberg.org.
My workflow might be unusual but I do sync the weblate repo and my upstream repo manually. At the end I always press "Reset and discard" to in the maintenance section of Weblate.
It seems that all translators are notified via email about that. It is sometimes a bit to noise depending on how often I do sync the project like that.
### Solution brainstorm
I would like to have the option to disable any notification email a) while doing this action (reset and discard) or b) for a specific time period.
### Describe alternatives you have considered
Maybe the easiest would be to just offer an "Disable all user/translator notifications" button.
In this case I am responsible myself. I need to remember to push that button before using "Reset and discard" and push it again after it.

Research direction
Start at the maintenance section's "Reset and discard" action and trace how it triggers translator email notifications. Compare the requested temporary, action-scoped, and global disable alternatives before choosing a scope. Done means the selected option prevents those notifications without disrupting the reset-and-discard workflow.
