Split notification "Component was locked or unlocked" into two: locked and unlocked ?

### Describe the problem

In my case it would not be helpful to be notified about project locking. I can not act/do anything about that as a translator.
But i would certainly be interested to be notified about unlocking project for translation.
So it can be handy if there is NOT common/single notification for both actions at https://hosted.weblate.org/accounts/profile/#notifications , but instead if it is split. So i can enable just one.

Maybe on a locked project page, i can enable a one-time notification for this particular project. Maybe such notification prompt on a project page should be flexible to reflect current notification setting.

Start at the notification settings page linked in the issue and locate where the “Component was locked or unlocked” option is defined. Trace the existing lock and unlock notification paths, then check nearby tests if available. Done means translators can independently enable notifications for locking and unlocking, with the settings accurately reflected.
