Description

### Describe the problem

For my project, there are already the translations for pt_PT and pt_BR, but I keep receiving in series a request for adding the pt language. As I don't want to add yet another Portuguese translation, I would like to be able to get in touch with the requester in order to engage a conversation on this issue.

Unfortunately, it seems that this is not possible.

### Solution brainstorm

When somebody asks for a new translation, a relationship with the project owner is created, and it would be great if a channel of communication existed.

Research direction

No files or tests are named. Start by tracing how requests for new translations are created and presented, then review existing requester and project-owner interaction patterns. Done means a requester can be contacted through a defined project-supported channel without requiring an unwanted translation.
