Manually propagate translation memory

### Describe the problem

The shared translation memory integration is now either fully automated or none. There should be a manual integration option so that maintainer pushed the project translation memory to shared when desired.

### Solution brainstorm

Add a button to the project translation memory maintenance page to propagate it to the shared memory. It would delete existing entries from the project and replace them with current ones from the project translation memory.
