Suggestions: Ability to comment on one suggestion, not on the string.

### Steps to reproduce
1. Open component with suggestions
2. See a suggestion that you don't like
3. Comment on it

### Actual behaviour
The comment only can be done on the component string.
Even if the suggestion gets accepted or deleted, the comment stays there afterwards creating some confusion, as the problem does not exist anymore.

### Expected behaviour
I would like to be able to comment on the suggestion, for example to explain why is not a good suggestion.
Then the comments will go away with the suggestion, and could stay on the history of the string.
