Introduce a management view

It is difficult to find features/actions for both user groups—translators and project administrators/managers. Weblate is growing in complexity, and the views need to be split.

### Solution brainstorm

Create a different view of the project (and categories and components) for managing users.

**May this issue be a brainstorming space to collect all the things that should be moved into this new view.**

Providing a way to customize the views in a user’s profile. Not appropriate as it brings fragmentation and manual work where the system should provide clear workflows by itself.
