Add option to automatically dismiss all machine translated suggestions for a language and project wide

### Describe the problem

Currently, translators need to manually remove/accept automatic machine translation suggestions (or ignore them completely). While this is ideal in most cases when I remove the plugin these suggestions become outdated and aren't needed.

### Describe the solution you'd like

It would be great if project administrators had the option to dismiss all machine translation suggestions project-wide for all languages. And translators/language team reviewers for their respective languages.

This would prevent any outdated suggestions accepted by new contributors from making their way into the project.
