Research direction

Start by tracing the existing "Maximum Game Resolution" handling and its Gamescope virtual display behavior for the Steam Deck internal display. Verify how external-display availability affects the option, then confirm that the older unrestricted resolution choices work internally and when no external screen is connected.

Description

Need Retest

The "Maximum Game Resolution" option works with Gamescope's virtual display system to change the resolution of that virtual display, and in turn allows for people to use resolution options which may not properly be supported in the game normally, assuming the game is working off of the default resolution of 1280x800. This gives people the ability to force a resolution that can make games much more playable, and work around issues where the "fullscreen" modes of games are in borderless windowed mode (preventing FSR from working properly, especially if certain resolutions aren't supported in a game's windowed mode). The previous behavior was far better for allowing people options in getting games to perform well on the Deck, or provide choice in how the game can be played.
There should be an option for people to have the older experience to be able to set the "Maximum Game Resolution" to any resolution on the internal screen, as well as for external screens when you aren't connected to one.
