Describe the bug and the steps to reproduce it

It is not clear if devtools are supposed installed as a devDependency or a regular dependency. Different places in the documentation say different things.

Examples:

• Installation says devDep: https://tanstack.com/devtools/latest/docs/installation#react
• Quick Start says dep: https://tanstack.com/devtools/latest/docs/quick-start
• React adapter says dep: https://tanstack.com/devtools/latest/docs/framework/react/adapter#installation

Based on the documentation, it's extremely unclear what a proper install looks like.
