MCU: Reconfigure clock rates

Description
At the moment, the MCU base clock for APPA is 64 MHz. This is kinda crazy, since our maximum clock rate is 480 MHz. We should consider reconfiguring our clock rates to try to speed up execution as more intensive tasks are done on the FC (linalg in the kalman filter) and more IO needs to happen at a higher rate (LoRa).
