This is supposed to be fixed in Bokeh 3.0, but there are still issues.

Start by reproducing the initial-value ordering in the MultiChoice component and compare it with the behavior of the underlying JavaScript library. Check the Bokeh 3.0 change referenced in the issue, then define and verify the expected ordering once the remaining issues are understood.
