Description
As discussed in PR #2755 in this comment.
In the test 1906 added there, the improper-quote-rule warning now suggests to pass quote="" to turn off the warning. This would be used for files using an unusual sep= guaranteed not to present in any field. So that the fields don't need to be quoted even if they contain quotes and escapes. The quoteRule= would not be needed for that.
But in other cases, quoteRule= might be needed. Would need to build up some cases and decide what this API should be.
Alternatively, perhaps the existing quote= argument could be embellished rather than adding quoteRule=.
