Description

Apparently you need to put single quotes around numbers with leading zeros in YAML, and many of our RFC numbers are probably wrong because of this. We should fix it.

Research direction

Start by reviewing the repository's RFC documents and their YAML front matter, focusing on RFC numbers with leading zeros. Check how those values are represented and parsed, then update the affected documents so numeric-looking RFC identifiers are preserved correctly. Done means the affected RFC front matter consistently uses the required quoting and no incorrect numbers remain.
