Description
Pascal-Kebab-Case
There is a recommended notation for naming methods in Powershell script but no validation available. It would be great if PSScriptAnalyzer could catch names in different notations.

Research direction
The issue names no implementation files or tests. Start by locating existing PSScriptAnalyzer naming-validation rules and their tests, then determine which function-name forms should be accepted and how Pascal-Kebab-Case should be recognized. Done means the analyzer reports nonconforming PowerShell function names with tests covering the agreed cases.
