Steps to reproduce

This is essentially the opposite of #1160

The attached zip file concisely contains the repro:

PSScriptAnalyzerSettingsHashtableRepro.zip

But here it is in plain text too

Expected behavior

The warning should be suppressed in both calls to Invoke-ScriptAnalyzer. Output from the repro script should be this:

                     ]

Actual behavior

The warning is only suppressed in the first call (the one that references the file directly). The call that passes the settings hashtable does not suppress the error. Output from the repro script is this:

Führe zunächst repro.ps1 mit PSScriptAnalyzerSettings.psd1 in den gemeldeten PowerShell-7.4.6- und 5.1-Umgebungen aus und verfolge dann, wie Invoke-ScriptAnalyzer den Dateipfad im Vergleich zur importierten Settings-Hashtable verarbeitet. Als erledigt gilt die Aufgabe, wenn der ExcludeRules-Eintrag PSUseDeclaredVarsMoreThanAssignments in beiden Aufrufen unterdrückt und durch Regressionstests das unterschiedliche PowerShell-Verhalten abgedeckt wird.
