Format Rule Request: -not vs !

Prerequisites

• I have written a descriptive issue title.
• I have searched all issues to ensure it has not already been reported.

Summary

I realize ! isn't exactly an alias of -not, but in order to have more consistently-formatted code across repositories and teams, there should be a setting to auto-format/enforce the use of one or the other.

(related question: is there an official list somewhere of all of the settings that are currently available?)

Proposed Design

proposed default setting:
"powershell.formatting.logicalNotAsExlclamation": false
