Description
Resource module contains .psd1 file and schema.mof for every resource.
If class-based resource, no MOF needed. (need to support these at same time as schema.mof test exists)

Research direction
Start by reading the existing schema.mof test and the surrounding DSC rule implementation. Determine how resource modules are identified and how class-based resources differ from non-class resources. Done means the rule checks for a .psd1 file for every resource, requires schema.mof for non-class resources, and preserves support for the existing schema.mof test.
