Description

MeshLab uses the decimal mark defined in the locale (, or . for most countries) to read/write ASCII files, should PCL handle this instead of hardcoding . as the decimal mark?

For example if you open a PLY binary file with MeshLab and save it in ASCII format, the French locale makes MeshLab saves the file with , mark which makes the file un-readable by PCL.

This is part of the whole mess around PLY support (but this also happens with OBJ files).
