What is the behaviour in-game?

Tinctures in game apply quality and increased effect modifiers to implicit and explicit mods as the final values that get imported by POB.

What is the behaviour in Path of Building?

When imported from a character, Tinctures are imported with quality and increased effect already applied to modifier values and then reapplying them again leading to inflated DPS numbers. Particularly noticable on Rosethorn but I believe it applies to others too.

How to reproduce the issue
  1. Import Tincture into POB with values double dipping on quality and increased effect, leading to substantially inflated numbers
  2. Create same Tincture in POB with the same values as in-game to find a mismatch
