Add New Layout for NOTES section

Is your feature request related to a problem?

The Notes section and be kind of long and would be easier to split up when using the Layout feature.

Describe the solution you'd like

For example, I have two Layouts "Act 1 (10-15) (18 Points)" and "Act 2 (15-32) (39 Points) 1st Lab" as the program currently sits, all the tabs switch to the correct layout, but there is nothing for notes so its one long list of NOTES. If we can add mult pages in the Notes like we do the others, when I am in Act 2 (15-32) (39 Points) 1st Lab layout when I go to notes, you only see the notes for Act 2 and nothing else. I have had mult people see the notes section and not read.

I really hope i explained this well and would be an amazing feature to have.

Start by tracing how the Notes section and Layout feature are implemented in Path of Building. Determine how layouts select content for other tabs and define the equivalent behavior for Notes; done means each layout displays only its associated notes while existing layouts continue to work.
