Shows the ES Cost per second, but in reality is a flat ES cost per second calculated from the percent mana cost.
=> The order of operation is messed up. The cost converison occurs after the percent cost is resolved into flat cost.
PoE does:

ManaCostPs=BaseCost*CostMulti*Mana

But POB shows:
