Some keyboard inputs don't work when hovering over scrollbar

How is Path of Building expected to behave?

Keys like Enter, Delete or Backspace don't fulfill their expected function when hovering over a scrollbar. When deleting an item from the All items tab or typing lines into Custom Modifiers, I expect the keys to work the same, if I hover over this GUI's element's scrollbar with my pointer or not.

How does Path of Building behave?

The keyboard presses have no discernable effect. There's some visual feedback of things happening when I press Delete in the All Items tab when I have an item selected and hovering over its scrollbar.

How to reproduce the issue

1. Have enough lines in the element (e.g. the custom modifiers or all items tab) to get a scrollbar.
2. Type some text
3. Hover over this element's scrollbar with your mouse (just the one of this element reproduces this issue, the others are fine)
4. Use any of these keys (Enter, Delete or Backspace) as you'd naturally do such as when making a linebreak or deleting a word.

PoB for PoE1 build code

No build needed as it works on any of my setups. I've confirmed this bug on another Windows machine as well.

Riproduci il problema su Windows nella vista «Custom Modifiers» o «All Items» passando il puntatore sulla barra di scorrimento di quell'elemento e premendo Enter, Delete o Backspace. Traccia la gestione dell'input GUI per la barra di scorrimento interessata e verifica che questi tasti mantengano il loro comportamento normale mentre il puntatore si trova sopra di essa.
