Allow "Have you Blocked Recently?" to be enabled when block chance is greater than 0%

I cannot check "Have you Blocked Recently?" until I allocate a node that enables the checkbox (Wall of Steel, for example). This catch-22 makes it so that I must allocate a passive node in order to properly calculate the EHP gains from allocating said passive node.

Describe the solution you'd like

When my block or spell block chance is greater than 0%, I would like to see "Have you Blocked Recently?" in the configuration tab without needing to allocate Wall of Steel or clicking "Show All Configurations".
