Chainbreaker + Hateforge rage calculations are incorrect.

What is the value from the calculation in-game?

Chain breaker adds 3 flat rage cost to every skill, including Vaal-skills.
This added 3 flat rage cost scales with the cost multipliers provided by support gems, while the cost of the Vaal skills does not.

What is the value from the calculation in Path of Building?

In PoB, the rage cost for a skill when using Hateforge is set at the base soul cost of the skill, even when Chainbreaker is being used, and the scaling contribution of Chainbreaker is negated.

How to reproduce the issue

1. Equip Hateforge and allocate Chainbreaker via lethal pride.
2. Use any Vaal skill.
