Path of Building is active(opening tooltips etc.) when in the background of other applications

How is Path of Building expected to behave?

I expect Path of Building to not register mouse movement and its position when it is not the opened/in focus application.

I'm not sure if this causes any issues, but thought this might be related to why it feels like it takes a lot of resources even when ran in the background. Also tested with other applications to see if they behave similarly, but they do not.

Note: This does not happen when Path of Building is minimized.

How does Path of Building behave?

Path of Building is active(opening tooltips etc.) when in the background of other applications, such as Path of Exile.

How to reproduce the issue

1. Open Path of Building
2. Open another application such as Path of Exile
3. Hold Alt + Tab to open the Windows Task Switcher
4. Move the mouse around on the screen where Path of Building would show tooltips.
   4a. Path of Building still needs to be a background application.
5. See in the Windows Task Switcher that Path of Building is registering cursor hover even if Path of Building is not the focused/opened application.

Very very hard to see on the picture what is happening, but when I move the cursor around, the tooltips inside PoB's calculation page is opening and closing, even when PoB is not the primary opened application.

Riproduci il problema su Windows seguendo i passaggi elencati, mantenendo Path of Building in background mentre sposti il cursore sopra il punto in cui apparirebbe la sua finestra. Inizia tracciando la gestione del mouse e dei tooltip coinvolta nella pagina di calcolo; il lavoro è completato quando Path of Building in background non registra più i movimenti del cursore né apre tooltip, mentre il comportamento ridotto a icona rimane invariato.
