What is the value from the calculation in Path of Building?

I have a pob where my character level is set to 100 but I tried to make leveling trees for my build so I created a new loadout, imported a test character that got to act 4 to get generic act items easily into the pob, but that procedure overrides the character level. Once I switched back to my endgame loadout I had lost a ton of life and I was wondering why. That's the reason why, the loadout should have reset my character level to 100.

How to reproduce the issue
  1. Have a pob with both an endgame and a low level loadout
  2. Set your character level to 25 for the low level loadout, save
  3. Switch back to the endgame loadout
  4. Notice that the character level is still 25, but the tree allows 100 points, and your life/mana level bonuses aren't there
