How is Path of Building expected to behave?

Having awakened lighting penetration level 5+ supporting a skill should cause lightning exposure option to show up in config even when it's not the active skill.

How does Path of Building behave?

With awakened lightning penetration lvl 5+ supporting a skill, exposed to lightning is only showing up in configs when it's the active skill.

How to reproduce the issue

Create two skill groups, putting a spell with awakened lightning penetration lvl 5+ in one, and any skill in the other. Make the non-supported skill active (the main skill), and lightning exposure is not visible in configs (and says has no source if you use show all configs to enable it).
