I think I have a problem with Arcane Blessing and Effect of Arcane Surge on.

What is the behaviour in-game?

First of all, I am not an English speaking user so I use a translator.

[Arcane Blessing]
Arcane Surge grants 20% more Spell Damage to you
Gain Arcane Surge when you or your Totems Hit an Enemy with a Spell
Arcane Surge grants 10% increased Cast Speed and 30% increased Mana Regeneration rate, for 4 seconds

I think I have a problem with Arcane Blessing and Effect of Arcane Surge on.
The content of Arcane Blessing is Arcane Surge grants 20% more Spell Damage to you.
Doesn't Effect of Arcane Surge mean 10% increased Cast Speed and 30% increased Mana Regeneration rate?
In that case, I don't think granting Effect of Arcane Surge in PoB should amplify the effect of Arcane Blessing.
