Is your feature request related to a problem?
The current configuration tab has some issues which result in a bad UX (in my opinion):
- the groups (general, when in combat, etc.) jump around when you (un)tick checkboxes
- the custom modifiers group is quite small, cannot be scaled (with the advent of crucible mods, there really isn't too much space there)
- map modifiers and debuffs take up too much space (I myself don't and haven't used these features ever, I suspect most players are the same)
- sometimes a label overflows outside its group (one example: "Have your Totems Hit with a Spell Recently?")
Describe the solution you'd like
Just some layman's suggestions:
- make these groups static and allow the whole page to be scrolled
- make the custom modifiers group at least twice as large (in height)
- make some of these groups collapsible and collapsed by default
- make each group a bit wider (there probably aren't too many lengthy labels)

Compare the current behavior with the requested changes: stable group positions, page scrolling, a larger custom modifiers group, collapsible space-heavy groups, and wider groups that contain long labels.
