How is Path of Building expected to behave?
PoB should ignore the fact the character has a weapon which attribute requirement he does not meet. Equiping such kind of weapon could be useful for leveling gems and incubators usage.
How does Path of Building behave?
PoB disable the skill entirely and dont calculate dps for a lot of characters like here https://poe.ninja/challenge/builds?skill=Poisonous-Concoction&sort=dps&sort-asc

- Select poisonous concoction as a main skill
- Equip any main hand weapon with higher attribute requirement than character actually has
