What is the behaviour ingame?
I'd imagine you would just attack really slowly but not have the negative attack speed influence your bleed dps.
What is the behaviour in Path of Building?
When your attack speed is reduced by more than 100% you bleed damage go through the roof. Having it at exactly 104% reduced attack speed makes it go even higher, not sure why that number specifically does that but it does.
In the pob I have linked it has skill gems activated but if you disable them and make your primary dps an auto attack it will show max bleed dps per tick.

Research direction
Start by loading the linked Path of Building character from the Pastebin build code and reproducing the bleed calculation with attack speed reductions beyond 100%. Trace the Lua calculation path used for attack speed and bleed DPS, then verify that the resulting bleed damage no longer increases under negative attack speed.
