What is the expected behaviour/value?

given: weilding a main hand sword with +1000 local accuracy
when: allocate sword mastery "Off hand accuracy is equal to main hand accuracy while weilding a sword"
then: it should increase my offhand accuracy.

What is the actual behaviour/value?

it doesn't increase my offhand accuracy.
in my case, my build is juggernaut spectral shield throw.

How to reproduce the issue
  1. equip any sword with local accuracy. Eternal sword for example
  2. equip any shield.
  3. add skill: spectral shield throw.
  4. allocate sword mastery "Off hand accuracy is equal to main hand accuracy while weilding a sword"
