- What happened?
PoB hung while launching so I closed it. On restarting, it gave an error about being unable to parse settings.xml on line 5; without warning it then OVERWROTE settings.xml with a blank one (so now I have lost a ton of profiles that I regularly pulled builds from). - What were you trying to do?

Research direction
Reproduce the launch sequence by killing PoB while the green pre-launch window is open, then inspect how settings.xml is parsed and overwritten on restart. Done means a malformed or incomplete settings.xml does not silently replace the user's profiles with a blank file.
