PEtab Simulator update_parameters

As the simulate function itself does not take parameters, it would be useful to require a set_parameters or update_parameters for the simulator.

Start by locating the simulate function and the simulator implementation in the Python package, then inspect how simulator state is currently configured. Determine the intended set_parameters or update_parameters interface and define completion by allowing parameters to be set before simulation without changing simulate's current signature.
