npm install on a project with unit testing enabled reformats `tsconfig.json`

On a project with unit testing enabled, whenever you run a yarn on npm install, it reformats the tsconfig.json according to a different ruleset than that found in the projects .editorconfig

Describe the solution you'd like
whenever a plugin attempts to make changes to a file, it leaves it in the same format that it found it.
