iOS app is restarted few times on HMR crash

Environment
Provide version numbers for the following components (information can be retrieved by running tns info in your project folder or by inspecting the package.json of the project):

• CLI: 5.3.0
• Cross-platform modules: 5.3.0
• iOS Runtime: 5.3.0

Describe the bug

To Reproduce

1. tns create jsApp --js && cd jsApp
2. tns run ios --hmr
3. Crash the app (e.g. edint app.js and require /application instead of tns-core-modules/application)
4. The app will try to start 5 times before the livesync process stop.

Expected behavior
The app should try to start 2 times (1 for the HMR sync and 1 for the HMR crash fallback)

使用 tns create jsApp --js 重現該行為，接著執行 tns run ios --hmr 並套用文件所述的 application 匯入變更。追蹤 HMR 和 livesync 的重新啟動處理；完成標準是，發生當機時，在 livesync 停止之前只進行兩次啟動嘗試，而不是五次。
