couldn't open an app if you make a change in debug command with bundle

Environment
Provide version numbers for the following components (information can be retrieved by running tns info in your project folder or by inspecting the package.json of the project):

• CLI: 5.2.4

Describe the bug
When you run debug with bundle and make a change, you will see exception:

Unable to start application org.nativescript.appNG on device f42eb590ec7ad920c8c0545a308e1a1d2551218b. Try starting it manually.
Cannot connect to device socket. The error message is 'The application org.nativescript.appNG does not appear to be running on f42eb590ec7ad920c8c0545a308e1a1d2551218b or is not built with debugging enabled. Try starting the application manually.'.
NativeScript debugger was not able to get inspector socket port on device f42eb590ec7ad920c8c0545a308e1a1d2551218b for application org.nativescript.appNG

To Reproduce

1. tns create app --ng
2. tns debug ios --bundle
3. make a change
4. when app restarts it couldn't open

Expected behavior
to open an app

先使用 tns create app --ng 和 tns debug ios --bundle 重現問題，接著檢查原始碼變更後 CLI 的 iOS 偵錯重新啟動路徑。完成的標準是應用程式能正常重新啟動並開啟，且沒有偵錯器 socket 錯誤。
