Is your feature request related to a problem? Please describe.
After we validate the current set of changes, the pixi lockfile freshness check should be mandatory.
Describe the solution you'd like
In addition to making the freshness check mandatory, we should allow an escape using an OVERRIDE_LABEL ci-pixi-lockfile-override. If this is set, don't fail the freshness check.
