Description
CUDA Python (13.4.x branch) can build Windows ARM64 wheels, but the CI does not currently exercise them on CUDA-capable Windows on ARM hardware.
Add native Windows ARM64 CI coverage for the CUDA Python packages and their test suites. The initial implementation can focus on one representative Python and CUDA configuration; broader matrix coverage can follow once the workflow is established and reliable.
Note: Here, "native" means running ARM64 Python and ARM64 extension modules directly on Windows on ARM hardware, rather than only building wheels or testing x64 binaries under emulation.
