Description

While watching the GeoIPS workshop today there are a couple steps of "open this file and change the name to your packages name". I can see this as being a good way to get users up and running in making changes, but it could also be tedious. Structuring this template as something like a cookiecutter template:

would allow users to run a single startup command and get the rendered output with little "boilerplate" changes.
