Issue Description:

Mod does noes create a config file to allow changing settings on NeoForge version

What happens:

The mod does not create a Json5 file in the .minecraft/config folder.

What you expected to happen:

The mod to create a config file of some sort to allow toggle the tooltip always on as default, or hide the "Left Control to lock"

Steps to reproduce:

Create Brand new instance
Install NeoForge
Install ShulkerBoxTooltip
Open game
Quit/Save game
Check Minecraft/config

Affected Versions:

ShulkerBoxTooltip-neoforge:5.1.8+1.21.1
Minecraft: 1.21.1
NeoForge 21.1.213
