Reproduce the installation and `import uvloop` failure on Linux with Python 3.7.9 under PyPy 7.3.3, using the reported uvloop 0.14.0 environment. Start with `uvloop/__init__.py` and the reported `loop.pypy37-pp73-x86_64-linux-gnu.so` import error; done means the package imports successfully in that environment.
