FR: cluster connection pool with fail-over

2. the basic idea is to run per-cluster-member connection ping tasks in background
and select next best available connection upon the failure of the current database connection

首先检查 asyncpg 中现有的连接池行为，以及描述集群故障转移的链接 gist。定义每个集群成员的后台 ping 和下一个可用连接的选择应如何工作，然后验证故障是否能可靠地切换连接，同时不会影响连接池的使用。

由索引模型根据 Issue 内容生成。
